To address concerns among Vietnam War veterans about the consequences of exposure to Agent Orange and its contaminant 2,3,7,8-tetrachlorodibenzo-p-dioxin (dioxin), Congress in late 1978 directed the Air Force to begin planning the Air Force Health Study to evaluate the health, survival and reproductive outcomes of veterans of Operation Ranch Hand, the unit responsible for the aerial spraying of herbicides in Vietnam from 1962 to 1971. A follow up study, conducted between May 1997 to February 2000 found a possible link between Agent Orange exposure and Diabetes. As of July 1, 2001, the Health Care Financing Administration (HCFA) is now the Centers for Medicare & Medicaid Services (CMS). It's more than just a new name - it's an increased emphasis on responsiveness to beneficiaries and providers, and quality improvement.

Health and Human Services Secretary Tommy G. Thompson made the announcement on June 14, 2001. "We're making quality service the number one priority in this agency," Thompson said. "These sweeping reforms will strengthen our programs and enable our dedicated employees to better serve Medicare and Medicaid beneficiaries, as well as health care providers. We're going to encourage innovation, better educate consumers about their options, and be more responsive to the health care needs of Americans."

  • 2.8 million African Americans have diabetes.*

  • On average, African Americans are twice as likely to have diabetes as white Americans of similar age.*

  • Approximately 13 percent of all African Americans have diabetes.*

  • African Americans with diabetes are more likely to develop diabetes complications and experience greater disability from the complications than white Americans with diabetes.

  • Death rates for people with diabetes are 27 percent higher for African Americans compared with whites.

It was published by the National Diabetes Data Group of the National Institute of Diabetes and Digestive and Kidney Diseases, National Institutes of Health, Bethesda, MD. Each chapter of Diabetes in America, 2nd Edition is a separate PDF (portable document format) file and requires the Adobe Acrobat Reader to view it. The Reader can be downloaded free of charge from Adobe Systems, Inc. at www.adobe.com.

On 20 December, 1996 the Diabetes & Hypoglycemia Forum on Compuserve officially launched the Gray Ribbon Cure Diabetes Campaign. The purpose of this movement is to educate the public about the devastating nature of this "silent killer" that is so desperately in need of a cure. I am pleased to report that the campaign has been gaining worldwide support and it is hoped that those who wear and promote the ribbon will be instrumental in making the CURE a reality.

Learning to recognize the symptoms of diabetes is an important way to detect the condition early, begin proper blood sugar control, and prevent the onset of short-term and long-term complications. Often times, no symptoms are present at all and diabetes is simply diagnosed by a routine blood or urine test. When diabetes symptoms do present themselves, they often have a classic appearance.
